Position Summary The Associate Director, Local Government Affairs is responsible for working collaboratively with internal and external stakeholders across the assigned states and home-based sites in the East Region (NJ, MA, FL, PR, NY) to advance BMS reputation and branding in coordination with the USPGA team to advance legislative and regulatory priorities. The LGA East lead will work closely with facility leadership and Corporate Affairs collogues to develop relationships to ensure an integrated comprehensive approach to home state facility engagement by leading the development of policy solutions, generating robust stakeholder engagement and executing effective strategies and initiatives.

Key Responsibilities

  • In collaboration with internal key stakeholders on the ground build and leveraging key champions and stakeholders (e.g., Members of Congress, state societies, state & local chapters of patient groups, Chambers of Commerce) to position and advance BMS.

  • Manage the New Jersey Community Relations budget in conjunction with the Senior Director and New Jersey SGA. Work with internal business partners and PBRGs to maximum investments in the community.

  • These initiatives would include work with BMS facilities, grassroots mobilizations, corporate social responsibility, and BMS memberships in local organizations. Local Government Relations team will work collaboratively with relevant business, public relations, and legal teams to ensure alignment between business priorities and public policy goals.

  • Coordinate with GPS and R & D site visits and activities to help position BMS and incentivize engagement at the state and community levels.

  • Expand and leverage Innovation Advocates program to engage employees and focus on community and facility based engagement.

  • Develop comprehensive, proactive USPGA strategies that map key policy leaders and thought leaders to facilities.

  • Leverage CSR and non- traditional issues to better position BMS branding and positioning.

  • Demonstrates BMS thought leadership and capitalize on events and senior management engagement opportunities

Qualifications & Experience

  • A minimum of 5-7 years of experience in pharmaceuticals and working with external stakeholders

  • Bachelor's or Master's degree in a related field

  • Proven experience in driving successful cross-functional programs

  • Superior written, presentation, facilitation and interpersonal communications skills

  • Ability to engage and persuade a wide variety of audiences, including very senior stakeholders

  • Knowledge of broad communications channels and tactics to run integrated programs

  • Experience working with a variety of stakeholders, including trade associations and coalitions, and ability to proactively drive consensus

  • Exceptional problem-solving, analytical, decision-making

  • Excels in fast-paced, challenging, and matrixed environment

  • Knowledge in patient advocacy is required
